The Impact of Homelessness on Our Youth

Housing instability affects more children and families than many communities realize. For students, the consequences can reach far beyond the loss of stable housing—impacting school attendance, academic progress, emotional well-being, and social relationships.
The Chesterfield–Colonial Heights Positive Parenting Coalition invites educators, social workers, community partners, and residents to join a half-day learning session focused on understanding and responding to the challenges facing youth experiencing homelessness.
This year’s Institute will explore how housing instability affects children and adolescents and what schools, agencies, and community organizations can do to create stability and opportunity.

Featured Speakers
Dr. Patricia A. Popp
Virginia’s State Coordinator for the Education of Homeless Children and Youth and Clinical Associate Professor at the William & Mary School of Education. Dr. Popp’s work focuses on educational stability for highly mobile students and those experiencing homelessness.
KeKe Cody, MSW
Program Director with Commonwealth Catholic Charities in the Greater Richmond region. KeKe works directly with homeless services and community outreach initiatives that support unsheltered individuals and families.
Chesterfield County Public Schools – McKinney-Vento Office
This office supports students experiencing housing instability by ensuring immediate school enrollment, transportation to their school of origin when possible, and access to educational services—even without standard documentation.
What Participants Will Learn
During the Institute, participants will explore:
• Education rights and protections under the McKinney-Vento Act
• The challenges facing highly mobile students
• The intersection of housing instability and disability
• Community-based resources and services that support families
Through research, data, and real-world experience, the Institute will deepen understanding of the issues facing homeless youth and highlight practical ways communities can respond with coordination and compassion.
